How far this website complies with Decreto-Lei n.º 83/2018, how it was assessed, and how to report a problem or a situation of discrimination.
This is an English translation of a statement drawn up under Portuguese law; the Portuguese
version is the authoritative one. It applies to the website of the Master in Cybersecurity at
the University of Minho, available at https://mcs.di.uminho.pt, and follows
Decreto-Lei n.º 83/2018 of 19 October, which transposes Directive (EU)
2016/2102 of the European Parliament and of the Council on the accessibility of the websites
and mobile applications of public sector bodies. It follows the structure of the model
statement published by the Agência para a Modernização Administrativa (AMA).
The Master in Cybersecurity website is partially conformant with Decreto-Lei n.º 83/2018 of 19 October and with the Web Content Accessibility Guidelines (WCAG) 2.1, level AA.
It is qualified as partially conformant because the monitoring procedures described in section II have so far been automated only. The failures those procedures reported have been corrected, but automated tools check only a part of the WCAG success criteria and cannot, on their own, establish full conformance.
This statement was prepared on 7 July 2026 and updated on 11 August 2026, based on a self-assessment carried out by the programme direction.
On 11 August 2026 the site's four public pages (home page, student portal, privacy notice and this statement) were assessed:
The failures corrected as a result were: invalid ARIA roles and attributes in three distinct patterns; text and interface elements below the 4.5:1 minimum contrast ratio; links inside paragraphs distinguishable from the surrounding text by colour alone; a logo whose accessible name did not contain its visible text; and a list container that declared itself a list while holding no list items.
AccessMonitor has not yet been used. It is the reference automated evaluation tool in Portugal; using it is planned, and its results will be incorporated into this statement.
Not carried out. The checklists for functional aspects, content and transactions foreseen in the monitoring procedures have not yet been applied to this site.
Not carried out. The site has not been tested with screen readers, screen magnifiers or voice control, nor with users with disabilities. This is the most significant limitation of this statement.

Under Article 13 of Decreto-Lei n.º 83/2018, whenever a person with a disability is subject to less favourable treatment than that given to another person in a comparable situation, constituting a discriminatory practice against persons with disabilities, that person may lodge a complaint under Lei n.º 46/2006 of 28 August.
The Instituto Nacional para a Reabilitação (INR, I.P.) provides a form for reporting situations of discrimination, forwarding complaints to the competent authorities.
